JOB TITLE: Executive Director
SUPERVISOR: Valley Residential Services Board of Directors
JOB SUMMARY: The Executive Director is the “face” and “voice” of Valley Residential Services and is
responsible for the overall operation of the agency. The Executive Director is self-directed and works
closely with the Leadership Team and Board of Directors of the agency to ensure that services to agency
clients are exceptional and meet all contractor requirements. He/she will ensure that staff members are
well-supported in their duties. The Executive Director is responsible for the agency’s financial stability
and its adherence to local, state and federal regulations. The Executive Director works with local, state
and federal authorities and other organizations within the community to promote and enhance the
Mission of Valley Residential Services. The Executive Director is Mission-Driven and will uphold the
voices and expertise of people with lived experience as central to all program decision-making.
REQUIREMENTS:
Education:
• BA or BS degree in Social Services, Business Administration, Public Administration, Education,
or related field required.
• Preferred MA or MS degree.
Experience:
• At least five years' experience in a social services/business field required.
• At least two years' Senior Management experience required.
• Strong background in service innovation, workforce development and systems leadership.
• At least 2 years' experience and success in working with a Board in a Non-Profit
Organization preferred.
Qualifications:
• Must have excellent oral and written communication skills.
• Must have the ability to deal tactfully with all client populations, staff members, family
members of agency clients and all supporting and contracting organizations.
• Must possess the ability to work effectively in high stress situations.
• Must be able to work with minimal supervision and demonstrate strong problem-solving
and decision-making skills.
• Must have a good sense of humor and the ability to de-personalize when dealing with crises.
• Must have demonstrated executive level skills in developing a strong and positive
organizational culture.
• Must have a deep knowledge of Valley Residential Services' mission, services and
organizational impact.
• Must have proven success scaling programs while ensuring operational, financial and cultural
excellence.
• Must have experience managing multimillion-dollar budgets and aligning financial resources
with strategic growth.
RESPONSIBILITIES:
Leadership and Management:
• Work with the VRS Board and Administrative staff members to adhere to the Strategic Plan
and implement its goals.
• Demonstrate skill in appropriate and effective delegation.
• Fulfill the VRS Mission and impart it to all members of the VRS team and partners.
• Foster a positive, productive and collaborative work environment.
• Monitor legislative actions and policy changes and implement any and all changes effectively.
• Effectively represent VRS in the community with participation in community organizations and
meetings as needed.
• Lead and manage organizational change related to service delivery systems and culture,
thereby positioning VRS for long-term success.
• Serve as the lead with all agency audits, evaluations and contractual issues.
• Oversee all direct service programs, working closely with Program Managers to ensure
excellence in operations, staffing, compliance and impact while upholding the highest
standards of care for agency clients.
• Ensure compliance with all applicable local, state and federal laws and regulations.
• Attend monthly Board and committee meetings and prepare the agenda, reports and
information for these meetings.
• Ensure the development of all agency policies and procedures.
• Supervise, mentor and monitor the efforts of all employees under his/her supervision.
• Oversee Human Resource functions, including hiring, termination, performance evaluation and
any issues with legal and/or ethical ramifications for the agency.
• Actively engage and energize VRS volunteers, Board members, committees, partner
organizations and funding sources.
• Assess programming progress, analyze opportunities and recommend change as needed.
• Ensure that the Board of Directors complies with the agency's Corporate By-Laws.
• Ensure cross-program collaboration, dismantling silos and advancing holistic, client service
delivery.
• Collaborate with the Human Resource Specialist to develop and implement workforce
strategies, including staff development, performance management and
compensation planning to ensure a well-supported and engaged team aligned with
organizational goals.
Fiscal Management and Fundraising:
• Ensure that all programs operate with financial discipline and fiscal integrity, providing longterm
viability for the agency.
• Manage fiscal resources, including budget and cash flow using sound financial practices and
policies.
• Provide checks and balances as noted in the VRS Financial Policies.
• Participate fully in agency fundraisers in conjunction with the VRS Event Planner.
• Seek permanent funding for the operation of the agency, including contracts, grants and
private pay services.
• Oversee agency grant writing and assist in these efforts as needed.
• Work with the contracted accountant and Board as they create an annual budget that aligns
with Strategic priorities.
Communication:
• Interface with local social service organizations for program development and referrals.
• Serve as the official spokesperson for the agency.
• Represent VRS in local, regional and state organizations.
• Conduct a public relations program to include public speeches, press releases, brochures,
advertising and official tours.
• Deepen and refine all aspects of communication from web presence to external relationships
within the community, focusing on raising awareness about our marginalized clientele.
Miscellaneous Duties:
• Serve as the contract negotiator and complaint resolution manager.
• Work collaboratively with the Board to develop additional resources and policies as needed for
the overall well-being and expansion of the agency.
• Review and manage all referrals for Supported Living and develop and manage a timeline for
clients to enter Supported Living.
• Ensure the maintenance and disposal of agency records, meeting state and contract
guidelines.
• Ensure the safety, security and appearance of all Valley Residential Services' properties
and vehicles.
• Sign all agency contracts, agreements and financial transactions.
• Other duties, within reason, as assigned.
Working Conditions:
• Work is most often performed in an office environment. The Executive Director may have
frequent interruptions throughout the work day. This position has a high level of contact
with employees, clients, contractors and family members of clients.
• There are frequent meetings either in the VRS office or at outside organizations. The use of a
car is mandatory and business insurance is required.
• The Executive Director must possess the ability to work a flexible schedule, including
occasional early mornings, late evenings and weekends. There may be “after hours”
contact by staff members, Board members, contractors and community members.
• This position is an Exempt position and, as such, may require working over 40 hours per
week without additional compensation.
Additional Requirements:
• Must possess a valid driver's license and an insured and safe vehicle to use for work.
• Must pass a Washington state DSHS criminal background check.
• Must be bondable.
• Must have CPR/First Aid certification or be able to obtain them.
