This position can be located within our service locations for Montana Dakota Utilities, Cascade Natural Gas and Intermountain Gas service territories in WA/OR/ID/ND/SD/MT/WY/MN and may consider a remote work location within these territories.
Compiles, prepares, and analyzes financial and statistical data and completes analysis for all aspects of utility and gas regulatory functions, in accordance with federal and state regulations. Prepares and presents information with minimal direction for internal decision making and filings with State Regulatory Commissions. Assures accurate and timely completion of all assigned projects including cost of service, cost allocation, rate design, and data analysis. Responsible for placing safety as #1 priority in day-to-day work routine for self and others.
Minimum Qualifications:
Level I:
* Must possess a working knowledge of business principles and theory at a level normally acquired through the completion of a bachelor's degree in accounting, finance, economics, business, engineering, or related field.
Level II (in addition to Level I):
* Requires two years of experience as a Regulatory Analyst I or equivalent experience in rates and regulations of public utility or natural gas pipeline industry or related field.
Level III (in addition to Level II):
* Requires four years of regulatory or related experience.
Level IV (in addition to Level III):
* Six years' experience in accounting, finance/business, or engineering with at least five years regulatory related.
Preferred Qualifications
Level I and II:
* Bachelor's degree with a major in accounting, economics, finance, engineering, or related field preferred.
* Paralegal experience preferred.
* Utility industry experience preferred.
Level III (in addition to Level II):
* Utility regulation, commission regulatory, or natural gas industry experience preferred.
* Utility cost of service, cost allocations, and rate design/pricing experience preferred.
* Working knowledge of rate cases, tariffs, filing requirements, procedures, and workflow with the FERC or other regulatory agencies.
Level IV (in addition to Level III):
* Prior analyst or accountant experience
* Experience with energy economics, conservation and energy efficiency methods/programs, and economic regulation of public natural gas utilities.
Other Requirements:
*Must take all measures necessary to protect networks, devices, programs and data from cyber-attack, damage or unauthorized access.
*May be required to maintain a valid driver's license.

Job Responsibilities
Level I:
Under general supervision, prepares and analyzes financial and statistical data for all aspects of utility and gas regulatory functions, in accordance with federal and state regulations to enable the completion and timely submittal of reports and filings required by various industry and regulatory agencies.
* Conducts research and analysis for a broad range of projects. Gathers, validates and enters data and runs reports on various computer systems.
* Using independent judgment prepares regulatory filings, letters, reports, spreadsheets and other material.
* Assists with the preparation of rate case components which may include revenue requirement, weather normalization, cost of service data and marginal and embedded class cost of service studies, and rate design for internal use and for filing with the Federal Energy Regulatory Commission (FERC) and various state regulatory commissions (collectively, Commissions). Analyze and interpret company financial and statistical data used in all studies.
* Assists in the development of rate strategies and the design that will optimize company profitability.
* Assists with the preparation and presentation of expert testimony relating to rate design, cost of service and related areas, before the Commissions and legislative bodies.
* Prepares responses to data requests related to all filings before Commission(s). Coordinates data request response filings.
* Monitors, reviews and analyzes federal and state regulatory requirements and industry issues for electric and gas operations and keeps manager and/or director apprised of findings.
* Prepares supporting information for purchased gas cost adjustments, fuel cost adjustments and other tracking adjustments.
* Assists with testing the billing system (rate file) to accommodate new rate structures and to assure accurate consumer billing under approved tariffs.
* Prepares internal and Commission reports.
* Assists with responses to consumer inquiries and resolution of consumer complaints and other regulatory issues.
* Responsible for company's tariff administration. Prepares and maintains tariff sheets for filing with the Commissions and performs necessary internal and external distribution.
* Oversees regulatory section of the website to verify accuracy and timeliness of information; coordinates the updating of tariff and regulatory filing information on the company website as necessary.
* Assists with filings related to utility sponsored energy efficiency programs.
* Provides administrative support for all regulatory filings.
* Performs other tasks and special projects as assigned.
Level II (in addition to Level I):
* Prepares rate case components which may include revenue requirement, weather normalization, cost of service data and marginal and embedded class cost of service studies, and rate design for internal use and for filing with Commissions.
* Develops, analyzes and researches rate policies, including new innovative scenarios. Assists in the development of rate strategies and the design that will optimize company profitability.
* Prepares and files monthly and annual reports to Commission(s), including Purchased Gas Adjustments, Fuel Cost Adjustments and Conservation Tracking Adjustments.
* Develops utility and jurisdictional allocation factors to enable jurisdictional reporting.
* Maintains and tests the billing system (rate file) to accommodate new rate structures and to assure accurate consumer billing under approved tariffs.
* Develops load data necessary to support class study allocations and assist with the preparation of class cost of service studies.
* Prepares filings related to utility sponsored energy efficiency programs.
* Researches and communicates the proper interpretation of rates, rules, and terms and conditions of service to company personnel including written and verbal communications.
* Prepares responses to consumer inquiries/complaints.
Level III (in addition to Level II):
* Develops rate strategies and the design that will optimize company profitability.
* Prepares and presents expert testimony before the state regulatory commissions, the FERC and legislative bodies.
* Maintains and enhances archives and supports successful documentation for cost-effective decision-making.
Level IV (in addition to Level III):
* Leads the preparation of rate case components which may include revenue requirement, weather normalization, cost of service data and marginal and embedded class cost of service studies, and rate design for internal use and for filing with the Federal Energy Regulatory Commission (FERC) and various state regulatory commissions (collectively, Commissions).
* Analyzes and interprets company financial and statistical data used in all studies.
* Leads the preparation of reports and analysis related to rate and conservation cases, earnings tests, company budgets and Integrated Resource Planning requirements as assigned.
* Leads the maintenance and testing of the billing system (rate file) to accommodate new rate structures and to assure accurate consumer billing under approved tariffs.
* Monitors, reviews and analyzes federal and state regulatory requirements, issuances and industry issues for electric and gas operations and makes recommendations regarding findings.
