Position Summary:
The Housing Development Associate Director must have a passion for affordable housing and is responsible for the administration and oversight of all housing developments for Catholic Charities Housing Services (CCHS), including new multi-family and single family housing development, and acquisitions/preservation. Duties include: oversight of the development process from initial project concept through construction completion and lease up. This position reports directly to the Vice President and Director of Housing Services in the overall planning and execution of duties and when requested, reports to the CCHS Board of Directors.
Responsibilities:
Oversight of the Housing Development Program
Responsible for managing, training and oversight of the housing development staff
Supporting/mentoring staff to successfully complete housing development projects
Engage in housing policy discussions, strategic planning and exploring new housing development opportunities and models
Affordable Housing Development
Works with local parishes, community representatives, site managers, and residents to determine local housing needs for low-income households and help conceptualize developments in the community
Responsible for all aspects of project development from project conceptualization through occupancy. This includes:
Leading the acquisition and development of new housing properties, including site selection, site feasibility, land use, permitting and fiscal draw processing, construction management
Managing relationships with contractors, architects and other development partners
Applying for and securing funding for pre-development and permanent financing from public and private resources
Develop feasible financial models and operating pro-formas in collaboration with the Asset and Property Management Associate Director
Single Family Development
Works collaboratively with the Associate Director of Homeownership to determine financial viability, local need and market analysis
Responsible for oversight of developing raw land to a "build ready" state which includes land assembly and acquisition, oversight of infrastructure improvements, financial modeling and funding applications, land use and permitting approval
Preservation (Acquisition/Rehabilitation)
Review and analysis of preservation opportunities including negotiation of purchase and sale agreements on existing properties and all due diligence activities.
Financial modeling and operational analysis of existing affordable housing developments
Assignment and transfer of existing contracts
Planning and needs assessment for long-term capital
Oversight of rehabilitation activities and coordination with Asset Management and Maintenance teams
Supervision
Supervise, mentor and coach the Development team
Develop goals for professional development for team members
Complete annual evaluation and monitor performance
Perform other duties as assigned
Qualifications
Job Requirements:

This position normally requires the physical demands of standing, walking, bending, lifting, keyboard fingering or performing other work requiring low physical exertion, talking, and hearing on a regular basis to perform the job requirement. These physical demands are required up to 90% of the time.
Non-Physical Requirements:
Education
BA or BS degree from an accredited college or university in Business, Asset Management, Real Estate Development, Construction, Architecture or related field
Masters Degree, preferred.
Experience
5 - 10 years' experience in Housing Development, asset management, project management and working with all aspects of construction, grant and contract development
Experience in budget development
Special Skills
Ability to work independently and as a team member
Demonstrated work with contractors, sub-contractors, consultants and architects
Basic computer skills
Ability to read architectural building plans
Excellent problem solving, critical thinking, and analytical skills
Ability to write proposals and report on development activities
Knowledge of Washington State and National Affordable Housing Funding sources and compliance requirements
Licensure, Registration, Certification
Valid Washington State driver's license and minimum required liability insurance for WA State
Must be deemed insurable as determined by Catholic Charities liability insurance provider
