SUMMARY OF POSITION
The Safety and Risk Program Administrator develops, implements, and manages the City of Pasco’s safety programs. This role ensures compliance with occupational health and safety regulations, conducts risk assessments, implements risk mitigation strategies, coordinates safety training, and promotes a culture of safety throughout the organization. This position reports directly to the Assistant City Manager, who is responsible for Risk Management with the City.
ESSENTIAL FUNCTIONS
Additional job functions may vary due to department or City needs/requirements. Assignments may include but are not limited to:
- Develop, implement, and maintain comprehensive safety policies and procedures.
- Conduct regular safety audits and inspections to identify hazards and ensure compliance with safety regulations.
- Coordinate safety committee meetings and serve as the primary point of contact for safety-related issues.
- Monitor and analyze safety performance metrics to identify trends and areas for improvement.
- Develop, implement, and maintain risk management policies and procedures.
- Conduct risk assessments and analyze potential risks to the organization.
- Develop strategies to mitigate identified risks and monitor the effectiveness of these strategies.
- Investigate workplace incidents and accidents to determine causes and preventive measures.
- Maintain detailed records of incidents and provide reports to management.
- Recommend corrective actions and track the implementation of these actions.
- Coordinate and deliver safety training programs for employees.
- Ensure that all employees receive required safety training and maintain records of training activities.
- Develop and distribute safety communications and educational materials.
- Ensure compliance with local, state, and federal occupational health and safety regulations.
- Stay updated on changes to regulations and update policies and procedures as necessary.
- Prepare and submit required safety and risk management reports to external agencies.
- In coordination with the City's emergency services departments and any related outside agencies, participates in developing and implementing a comprehensive City-wide emergency preparedness plan. Coordinate emergency drills and training sessions for employees.
- Work closely with department heads and supervisors to promote a safe work environment.
- Communicate safety policies and procedures to employees effectively.
- Provide guidance and support to employees on safety and risk management issues.
- Manage the tracking and maintenance of CDL (Commercial Driver’s License) records, including Q-files.
- Administer the City's drug testing program, ensuring compliance with DOT regulations and city policies.
- Oversee the reasonable suspicion drug testing program, including training supervisors on how to recognize and handle reasonable suspicion cases.
OTHER JOB FUNCTIONS:
- Plans, coordinates, schedules, implements and manages special projects in area of responsibility.

POSITION QUALIFICATIONS
EDUCATION AND EXPERIENCE:
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.
- Bachelor’s degree in Occupational Safety and Health, Risk Management, Public Administration, or a related field.
- Minimum of 3-5 years of experience in safety and risk management.
- Professional certification such as Certified Safety Professional (CSP), Associate Safety Professional (ASP), or equivalent is preferred.
- Knowledge of OSHA regulations and other relevant safety standards.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Proficiency in using safety management software and Microsoft Office Suite.
LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS:
Certain licenses and certificates, if required, may be acquired on the job as agreed upon by the City and employee. Subject to change based on operational needs.
- Valid Washington State Drivers License.
- CPR/First Aid Certification.
- Spanish (Preferred)
SUPPLEMENTAL INFORMATION
- Ability to conduct inspections in various environments, including outdoor and industrial settings.
- Ability to respond to emergencies and work under stressful conditions and after hours.
Must be able to lift and carry safety equipment and materials.
