Job DescriptionDEA's Bellevue, WA office is hiring for an experienced Senior Project Manager in our Water and Environment Business Unit's Environmental Planning and Compliance practice to join DEA's community of scientists, environmental specialists, and planners. This position could also be located in Tacoma or Seattle.
DEA's Environmental Planning and Compliance (EP&C) practice specializes in natural resources management; local, state, and federal environmental permitting; Clean Water Act (CWA), Endangered Species Act (ESA) and National Environmental Policy Act (NEPA) compliance; and land use and environmental planning. DEA works throughout Washington and the western United States on interesting and challenging projects with public and private clients, including local municipalities, counties, ports, and transportation agencies, as well as utilities and renewal energy developers. Opportunities may exist to work on projects beyond the Washington region where DEA has offices in Oregon, California, Idaho, Colorado, and Utah.

The selected candidate will join a talented and robust environmental planning and compliance team, with a particular focus on managing and facilitating the permitting of infrastructure projects, as well as business development and marketing. They will be client-focused, solution-oriented, a skilled communicator, and will strive to anticipate the needs of their client and seek to exceed their expectations.
Responsibilities:
Provide expertise in local, state, and federal permitting processes in Washington, as well as knowledge of project design and construction practices
Lead the preparation of environmental documents such as state and federal removal-fill permit applications, ESA compliance documents (Biological Assessments, No Effect memos), technical reports and permitting strategies
Ensure excellence in project execution for on-time, on-budget deliverables to meet or exceed DEA's and the industry's standard of care
Successfully manage projects within budget and on schedule, and ensure submittal of high-quality deliverables to meet or exceed client expectations
Manage clients to ensure regular communication, understanding of needs and priorities, and consistent delivery of quality deliverables
Collaborate with project design engineers and contractors to avoid and/or minimize impacts to environmental resources and to support permit compliance
Review environmental documents and deliverables for compliance with contractual requirements as part of DEA's Quality Management standards
Provide leadership, guidance and professional development opportunities to project teams and EP&C staff
Work with the Market Leader to support permitting and compliance marketing efforts throughout the region, including business development, client outreach, preparation of proposals, participation in project interviews and presentations, and attendance at conferences
Work with the EP&C Practice and Group Leaders to manage office resources and staff availability to complete existing project work
Partner with Practice and Group Leaders to support employee development and career growth opportunities for project delivery staff
Adhere to firmwide tools, processes, and policies including project accounting (set up, budgeting, etc.), contracting, and quality requirements
Other duties may include staff supervision and mentoring
Desired Skills:
Excellent technical writing skills and strong verbal communication skills
Demonstrated project management skills, including scope management, budget tracking, and issue identification and resolution

Demonstrated record of taking initiative, resolving problems and identifying improved procedures to ensure projects are completed successfully and client needs are met
Interest in continuing to learn new skills and engage in a variety of project types
Willingness to travel for work, when necessary
Experience preparing NEPA documentation and supporting technical reports following regulatory guidelines
Knowledge of, and experience using, GIS a plus
Knowledge of project development and construction practices
Qualifications:
Bachelor's degree in biology, environmental studies, planning, or related field, or master's degree in environmental sciences with bachelor's in an unrelated field
10+ years' experience with local, state, and federal permitting processes related to land use, natural resources, and construction permits
6+ years' experience with managing high-value projects in a fast-paced, dynamic environment, with significant client interaction
Experience with tracking multiple tasks, delegating work, providing quality control reviews, and interfacing with client project managers
Demonstrated project management skills, including scope management, budget tracking, and issue identification and resolution
Experience in business development, including proposal development and participation in client interviews, and significant client interaction
Familiarity with GIS

Anticipated salary range for this position is $125,000-$175,000 depending on experience
Flexible 9/80 (every other Friday off) work schedule
